Ok, let's get back to the flea market. I have to say, it doesn't look very open.

Yes, the Flea Market now appears to be the place that municipal items are stored.
Confiscated Signs?
These signs didn't look like they were deployed here originally. Perhaps they are evidence of the Mayor's crackdown on illegal signs? I have no idea.
Signs Of Activity
On our trip to the area today, we visited the Flea Market twice. On the first visit all the shutters were down, but on the second one of them was open and we could hear the sounds of a radio from within. So they are still used for something.
