I can't see anywhere in the story where is says this guy was wearing an explosive belt. There is mention of another guy wearing one, but not this guy. He is sitting in a wheelchair wearing a black t-shirt.

I am self employed, so all I needed to bring was the most recent copy of my tax return. They can check the yellow slip and social insurance on their system.

He had been inside for about 15 minutes before the police got there, so they could have had a usable breath sample, but, unfortunately, he "fell asleep" (at 7:15) which is why he didn't answer the door to them.
