The government has submitted draft legislation to parliament to safeguard the rights of Britons living in Cyprus in the event of a no-deal Brexit.
The draft bill was approved by cabinet on March 27.
It aims to create a legal framework to safeguard the right to freedom of movement and residence in the Republic of Cyprus of UK citizens and their dependents who are legally resident here.
It also sets out the procedures on how Britons can acquire the required residence documentation. Such documents can be revoked in the event of fraud, such as a sham marriage.
The new law will apply to those legally resident here prior to the UK’s exit from the EU.
It does not apply to areas of Cyprus not under the effective control of the government.
Once enacted, it will come into effect at the decision of cabinet and following publication in the official gazette.
The bill is based on some provisions of the UK’s draft withdrawal agreement with the EU and the EU’s directive 2004/38 on the freedom of movement of EU citizens and members of their families.

I did post a report in the politics section which said that presently nothing has been signed between the respective governments relating to medical cover. In fact in Germany medical cover was cancelled for British citizens on the 29th March as they expected Brexit to happen, when it didn't they reactivated cover to the 12th April. It appears everything is still up in the air.

I think we are all concerned. Based on experience, I don't think we should expect much from the High Commission. The High Commission's "Brexit roadshow" really consisted of stating and restating the UK government statements. If you recall, the High Commissioner refused to comment on the possibility of "no deal" at the time, despite receiving a number of questions on the matter.
As to the phrase "may have access", I suggest it has as much meaning as "UFOs may exist".

Britons in Cyprus to retain employment rights, social benefits for period in no-deal Brexit
In the event of a no deal Brexit,Britons living in Cyprus will for a period of time retain the same rights regarding employment and social benefits, Phileleftheros reported on Thursday.
It said Labour Minister Zeta Emilianidou had briefed cabinet yesterday on preparations being made by her ministry in the event of a no deal Brexit.
The ministry has drafted a bill which will be rushed to parliament for approval should the UK crash out of the EU without a deal.
The bill covers professional qualifications and the right to work and to social benefits and according to Phileleftheros will ensure that even in the event of a no-deal Brexit — which would render Britons third country nationals — Britons resident in Cyprus will continue to enjoy the same rights they do now for a period of time.
Should the UK exit the EU on the basis of a withdrawal agreement, the Republic of Cyprus will implement the framework approved at EU level.
