paper notes have a life expectancy of less than 2 years, so it would be easy to phase most out during the lifespan of the breakup

How so? When a passport expires & a new one is issued does it matter whether it is red, blue, white or black .................... surely the bulk of the cost is in reprinting the passport which would happen anyway?
