We did too, Lloyd. Well before Brexit.
The MEU3 is the only one for permanent residency, the other two merely register your presence in the Island.

Agree, very different in all but colour. Summary:
MEU1 - Certificate of Registration - for EU citizens (compulsory system of registering your presence in Cyprus and meeting the requirements to stay here).
MEU2- Residence Card - this is the same as above but is for non EU family members of EU Citizens
MEU3 - Certificate of Permanent Residence - what you may apply for after 5 years of continuous residence (will be required to have held the MEU1 for this period of time).
Nice for people to see a picture of the actual thing.
