The reason is due to only ONE thing,and that is that this government and all those before it,and no doubt all after it are all like a very large blocked sewer pipe.
All that matters here is as many Euros/Dollars/Pounds and what ever other currency they can can get to fill up the the coffers.
Animals and animal welfare is not and will not ever be even close to being taken seriously,and certainly not if it means spending MONEY on it.
Bull shit is cheap (sorry, talk) and that lets this country down so badly, the only reason that there is animal welfare on any scale here is because ORDINARY PEOPLE get together and try to make it better,imagine what it would be like if they did not care either.
