Hang on, reading the rather short story in full, she appears to have driven off, and then returned to the scene. Why on Earth did they let her drive off if she was drunk?

Maybe they didn't suspect she had been drinking at first.
Goes to show there are people who live among us that were at the end of the cue when brains were given out.
