Seems to be all down to lack of money to fund EU regs regards waste disposal.
Here in Zygi we have a similar problem, but not quite as bad.
Not sure what the solution is.

In the UK it may well be organised gangs. But they only thrive because the local population use them because they are cheap.
It's like when the travellers used to visit. They would leave a huge mess, because they would go round to the local houses and offer to do rubbish clearance for cheap. The locals would lap it up, only to complain later that the local wood was now full of crap.
