Hello Jim, I have seen this short film before, I could see one major problem with that design when coming into the station people would need to have been standing well back, that propeller looks like a mincing machine.
Some years ago a Monorail was built at the Birmingham Arena (NEC) to Birmingham International Airport, and back, that looks similar to this but was indeed Electrical mono lift, it ran on a lifted electrical rail.
