Cool-headed advice needed for a friend in need.

A near neighbour of ours (who lives alone) is being hassled and harassed into paying for the decoration of the outside of the apartment building she lives in in Latchi. In addition her troublesome neighbour has sub-let her apartment and the new tenant has taken over our friend’s parking space. She is at her wit’s end and there is no one to support her or advise her.

She cannot afford any fees for advice. Can anyone suggest an organisation (voluntary?) who might be able to help and support her? Our language skills (or lack of them) preclude us from becoming involved.

Owner or Tenant
If the outside of an apartment building needs painting then the costs are shared among the owners according to the size of the property.
If the property has an allocated parking space for each apartment there will be a plan showing which space belongs each apartment.
Is there someone on the Committee she can discuss the problems she is experiencing?

Does your neighbour own a car? If so, she could wait until the tenant has gone out, then put her car in her own space. That is, If she is sure that it is indeed her space, of course. Has she tried asking nicely, if her neighbour would stop using her space?
