We have identified an electrical winch that would be very useful for us to lift luggages and any other heavy stuff and we are actively searching for a Handyman who could install it on our second floor balcony.
Does anyone have a good reference to communicate to us for this kind of work ?

I don't know of anyone who could do this, but think you should look for a qualified electrician rather than a handyman.

I don't know about Cyprus but in the UK you would need a LEEA qualified engineer to install any lifting equipment no matter how big or small and a structural survey of the mounting position would need to be carried out to ascertain its load bearing capacity - It would also need a LOLER inspection every 6 months and a certificate of compliance for insurance purposes and a risk assessment would need to be carried out to ensure the safety of the operator and the general public - Having seen some of the cracks in balconies in Cyprus and those that have collapsed i would drag the luggage up the stairs - I don't think a handyman is a good idea but i could be wrong

He's quite right. Several Paphos balconies have in fact collapsed. Its very unwise to attempt to winch anything up to balconies. If you're on the 2nd floor doesn't your building have a lift? What about the balcony under your flat, someone there could be injured or killed.
