Not sure because those people who were already in Cyprus before 31 Dec last year have some different terms as we are covered by the withdrawal agreement made by the EU/UK.
Previously someone posted on here the different terms and conditions that now apply since Jan 2021. Hope that someone will come along who can tell you.

Re: MEU3 (or whatever its called now)
That's strange. When I applied for my MEU3 in June I was only charged €20. Could it be that there is difference in cost between the regular MEU3 and the plastic card one? Could I still upgrade to plastic (haven't received the regular one yet)?
Re: MEU3 (or whatever its called now)
All these differences in applying to live in an EU country come as a result of Brexit. The gift that keeps on giving...
What's interesting is how much Brexit is actually helping GB. Lack of HGV drivers ( many previously from the EU) is helping to cause all sorts of shortages. Road transport of food and materials must be by road. Thanks to Dr Beaching who destroyed much of the rail network back in the 1960's.

There are residence permits that apply throughout the EU. Not sure about the details, since being German it doesn't affect me, but the hurdles to get them are quite high.
