Are your referring to a 'Trapped Buyer' application for deeds maybe ??

from what i have be told it let you get your title deeds when your developer has taken a mortgage on the land your property is on.

And for those (as in my case) where the developer is bankrupt. We have just been down to chase ours up and we are almost there - approximately a month to go.
