I fear rescuing this site may be be a lost cause. Unfortunately in Govt generally and in Paphos particularly money talks louder than anything else... Though I don’t think that this site should be built on and if it is, development should be delayed until the archaeologists have finished their careful work.
What will there be left of its former natural beauty to bring tourists to Paphos when most of the coastline has gone and is covered in multi storey buildings? And tons of concrete?

Well HIC, you (and I) are agreed on our liking for natural beauty of the un developed open spaces in the USA! I too have been on a holiday there using a hired RV.
But whereas huge countries like the USA have plenty of space, small islands like Cyprus don’t! I think that it’s a shame to see Paphos and its coast from Coral Bay to Gereskipou becoming another faceless town and built up area, which isn’t either a centre of industry or a financial centre being spoilt by over development and the arrival of high rise hotels and apartment blocks all along the coast.
A visit to Limassol should be a warning of what changes to the skyline are taking place with the high rise buildings which blot out both the view of the sea and the refreshing sea breezes from the rest of the town.

It might be nice to believe that natural beauty is what brings tourists to Paphos Dee, but in reality it doesn't. I would suggest 95% don't really give two hoots for natural beauty. The fact that all-inclusive is what tourists mostly book...and rarely set foot outside their hotel environs gives lie to this. What proportion of the people who come to Cyprus on holiday do you see out and about exploring the countryside? Almost none.

I love natural beauty as much the next person, but in earlier years it was never on our radar when we booked family holidays abroad. Sun, sand, sea, a nice hotel, great meals out, plenty of things for the kids to do + entertainment was what mattered. The Grand Canyon and touring the west coast USA in an RV being a truly memorable exception.
Do you have any evidence to back up your 95% claim? You only have to go to somewhere like the Blue Lagoon to see that people are interested in life beyond the hotel. Also, what is the proportion that actually book all inclusive?
