This was mooted a couple of years ago, but obviously got 'put on the back burner' as it possibly didn't appeal to some folk with influence in high places!
It should also be a requirement that any payment over say €5 automatically gets a receipt showing the VAT. Officials would have the power to stop shoppers & ask to see the receipt. If unable to show a receipt, a penalty fine to both the shop & shopper would be issued. I believe this already operates in some countries.
