Developer's responsibility for roads and walkways

I wonder if anybody has any knowledge of the regulations regarding the development of building plots in Cyprus. As I understand it, the developer is required to install roads and footpaths on the "estate" of more than one plot, prior to any building works. I've often seen theses roads to nowhere when no development has taken place at all! However - I would like to find out for how long the developer is responsible for the upkeep and maintenance of the roadway? Would appreciate anyone's input and ideas. Thank you.

Our developer took 14 years to provide us with a tarmac road ,it has now been named by the council so I presume they will maintain it.
