It all depends on the UN. If they start running down the number of UN staff sitting between the two sides, forcing the two sides to actively engage with each other on things like police and air traffic control, then perhaps they are right. If the UN decide to keep things as they are, then things will stay as they are. The status quo suits the politicians as a settlement would reduce their individual power.
