You tried to make it sound as thou Russia, only used their Veto at the UN ....fact is they all do it ... as for them using it 12 times on Syria, the USA has used their veto some forty to fifty times to Israels benefit, ....so spare as the anti Russia lectures.

Going back to the topic, The West haven't managed to move the two Cypriot sides to a solution, so perhaps Russia can do better. The have a good relationship with both administrations so they are well placed.

Yes they do.
Perhaps I could expand on that by saying - they use the facilities at Larnaca and Limassol as and when required.

If we were to accept your analysis of Russia's intentions, then a solution would be exactly what Russia would want. A stable, (largely) trouble free base in the Med.
