Dominic lives in the better half of Polemi. :) Ours is broken and has no lid. Another one was set on fire and has not been replaced..

Is it the municipality who replace them? Ours are not too bad, put in by the developer 10 years ago, presumably he won't have to replace them!

The municipality replaces them - eventually. The Polemi bins tend to have "KSP" painted on them in Greek letters, to differentiate from private bins, like those by the Olive Tree and outside Pavlos Supermarket.
One in Agios Dimitrianos has been repaired so many times, it's tricky to lift the lid sufficiently with one hand (the other being engaged in holding the bag of rubbish) in order to get the full bag of rubbish into the bin without ripping the bag open on the exposed screw shafts. There's also a rather large hole in the bottom of it, so smaller items tend to drop out... :D
