If Cyprus wakes up and joins in with photo-voltaic electricity production, not only for the local market to reduce fossil fuels, but also to export the electricity, then now is a big chance to change the Government's policy. With an existing connection towards Greece and the rest of Europe the main problem would be already solved where to put the excess production on sunny days from Cyprus. There is plenty space in CY to set up huge PV farms on land which is not used for anything and if water shortages continue (which will) also a lot of farm land will be abandoned in future. Nothing is mentioned in that article that Cyprus could also produce electricity through PV like Egypt, and other North African countries as the weather conditions are nearly the same with plenty of sunshine (but less heat and dust than Africa) here.
