Sounds like those scams emanating out of Nigeria, in the main, where a previous foreign minister has salted away millions and for payment of a couple of hundreds you will get a couple of million.
By the way who takes the word of a non-independent source as proof of payment. Simple enough to contact the bank for confirmation and tell the person wanting the refund to wait a few days until the money is actually in the bank. You will find they soon go away.
