Luckily you did the walk relative early in the morning with the heat we have these days. Thank you for your efforts.
It's a great pity that after they spent so much money to upgrade the coastal path, there is no money left for maintenance of the plant boxes and other areas they have built. I was walking that path more than 100 times 14 years ago when living in town and there was never such a mess with weeds.
Specially the most poisonous common plant worldwide, Ricinus, needs to be more controlled. (removed)
Ricinus is extremely allergenic, and has an OPALS allergy scale rating of 10 out of 10. The plant is also a very strong trigger for asthma, and allergies to Ricinus are commonplace and severe. Toxic are the seeds, containing Ricin. (source: Wikipedia Toxicity.)
I would not drink from the provided water taps, but wash my feed perhaps with the hot water from this source.
