Will this bring us the rain in Paphos we desperately need?
There is a bad weather forecast for Tuesday early morning which perhaps brings us some rain which we desperately need in the Paphos district.
So far, since 16th Oct., i could not measure any rain at my place in the Paphos hinterland....
Mavrokolympos Dam Peyia and Argaka Dam are more or less empty, even with water supply from Evretou Dam through pipes.

It certainly looks like a Bad Weather warning for at least the first half of Tuesday

So, the answer to my question is simple: NO
It was another disappointing amount of rainfall in my place with 6 l/m2 only, the whole day. A drop in the bucket as you say. Perhaps people measured more rain in other places of the Paphos district, but it is nowhere near what the dams need...

Would it be possible to use water from desalination facilities to avoid water restrictions? Is there sort of a pipeline network in place?

Nearly all of the RoC's drinking water comes from desalination already. There are five desalination plants.

On this map from the Gov in 2021 one can see the water supply and irrigation network around Paphos district.
For example you see the connection between Kannaviou Dam and water treatment plant at Asprokremmos Dam as well as the connection to the desalination plant Paphos.
Further one can see the connection between Evretou Dam and and the small dams at Argaka, Ayia Marina and Pomos.
Also the connection from Arminou Dam via diversion tunnel to Kouris Dam Limassol.
By the way, most villages have their drinking water from boreholes within their area.
