They should speak to the boat operators who are taking tourists out to turtle watch & encouraging them near boats with lettuce leaves!

Sadie, since tourist boat operators are trying to make a living, they are perhaps unlikely to follow your sensible advice! Have you reported this breach of Cyprus Turtle protection laws to the responsible Cyprus Fisheries authority which would likely have more effect.
