Again, that a photo in CMail is misleading. The project has nothing to do with the old Paphos harbour, but is close to Peyia at Potima Bay...

Will it ever happen? The new marina has been promised since circa 1998, when we were house hunting around the Paphos area prior to my (late) husbands retirement here.
I'll believe it when the site for the marina is under construction. I still think that Potima Bay with its rocky surroundings, strong currents and exposed to the bad weather in Winter, isn't an ideal location for a marina....

The company/ies that are going to build the marina will know what they are doing. They are not ignorant fools.
