Why is this on twice ??

Whether this is or isn't, the fact that high ranking ex public officials have to have special permission after leaving public service to be employed in the private sector seems pretty sensible. Legal figures, would have had access to privileged information while working for the Government. In Cyprus, as elsewhere this could be used to their pecuniary advantage, laying them open to bribes for a period of time afterwards.

So what should happen to them? Do they get put on a two year gardening leave, where they essentially get paid to do nothing?

Well must public employees seem to have jobs for their working lives. They then retire and get paid generous Govt pensions. So they shouldn't starve!
