Sorry I might be a bit thick, but what happened in the past, if people applied with the wrong paper work?

Applications that do not fulfil the demands provided by the current Strategy, meaning which are not duly completed and are not accompanied by all necessary documents/ certificates, will be described as rejected and will not be accepted. In such a case the employer will be immediately informed through email or if this is not feasible through regular mail, mentioning the exact reasons for the rejections.
Perhaps the previous method was to reject applications but not tell anyone!
