I saw one this morning and it's flight path said it was from paphos airport.

Correct, I have seen it landing at Paphos airport from my place.

I believe Cyprus have two of these helicopters. They are search and rescue and have SAR on the underside. I think they own them. The pilot of one was training yesterday collecting water from Kannaviou Dam and dumping the load on a hill next to the dam.
