I've deleted that clip because it is a load of tosh. The thumbnail is totally fake as well. Not your fault WHL but it has been spammed about a lot already.
In terms of what they are, I think they are to do with some new shops, but are essentially a work in progress.

I think I mentioned them briefly in my last walkabout film of the area.
