As it is a speed camera I would have thought it would only take a picture if over the speed limit and possibly record if you are wearing a seatbelt, using a mobile phone etc.

As far as I know mobile cameras are continuously recording. Dont forget these cameras are not only for speeding, they are ANPR cameras, checking cars details, road tax, insurance, banned drivers etc etc,
