SafePass possession checks via the CovScan application will be mandatory as of 22 November

Citizens who fall within the following groups are excluded, at the current stage, from the digital QR code check and they may, if they so wish, present the SafePass in another format (see below):
People aged 65 and over;
People aged 18 years or less;
Turkish Cypriot citizens vaccinated in areas of the Republic of Cyprus, where the Government does not exercise effective control;
Tourists (i.e. persons not permanently residing in the Republic and legally entering the Republic) who have been vaccinated in countries other than those of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) or Switzerland, and
Permanent/legal residents of Cyprus who have been vaccinated in countries other than those of the European Union, the European Economic Area (Norway, Iceland, Liechtenstein) or Switzerland.
It is noted that persons falling under the above categories will be checked for SafePass possession, and must present a certificate proving that they meet one of the requirements of SafePass (vaccination card or COVID-19 recovery certificate in printed form or written text message or certificate of negative PCR result or rapid antigen test in printed format or written text message).

But the checkee does not need the application, only the checker has it.

Wife had the same problem with her phone. So get the Eudcc? Web site on the internet follow the instructions then you can either print off the Q R code or e mail it to your phone. Hope this helps.

As an aside, with apps generally, the developers have to decide where the version 'cut off' should be from a security perspective, or they need to engineer in extra security overhead to ensure that either your device or their system cannot be compromised, primarily the latter.
Android 5.1 was released in 2015 and 8.1 in 2017, and neither have been receiving Android security support or updates for a while, so I'd guess that they either decided these versions were now unsafe to include, or so few people were still using them that it wasn't worth their extra effort to bother.
Either way, I'd suggest that if you're doing internet banking or anything else you wouldn't want compromised with them, you should upgrade.

My thoughts: showing QR code on a mobile is time-consuming for the people in the queue behind you. What is the advantage of making things complicated when it would be much simpler to simply show the piece of paper they give you after your second vax? If it's okay for the 65+ why is it not okay for the 65-?

I, like many others I suspect, no longer carry a wallet or have anything other than my phone with me so the phone is easier and most convenient for me. My covid app is on the home page so there is no fumbling about that many have witnessed.
