I would say the government's of the day have been trying to clamp down on self employed and cash in hand since I was a lad. As said governments have been trying to clamp down on this since I was a kid and never succeeded so really can't believe they just managed to succeed at the time Brexit happened.

IR35 has been around long before Brexit. Just ask anybody working as an IT contractor. It had a huge impact there when it was rolled out, and if it is now being enforced elsewhere the effects will be similar.
