Yes that surprised me too. Must make the issue of compensation rather interesting.

That might be less surprising than one might think because in the old days building permits on agricultural land weren't a mandatory requirement. At least that's what I was told by the owner of a property I was interested in at the time.

I built 2 houses on agricultural land in 1986 and 1996 and needed for both places the building permits etc....before they could start the villas.

I think it is possible that the owner of the property jeba was interested in, had not got a permit and was maybe telling lies.
