I heard yesterday in a shop a chap explaining that this rain and mucky air (dust) were from the explosion.

You are listening to total and utter claptrap. In this part of the Mediterranean, it is normal for weather to pass from west towards the east. In any case, most of the fallout would be within a radius of, say, 25 km from the epicentre of the explosion and only a little light dust would exceed that.
