I appreciate there have been many comments regarding shopping hours and closure of certain sections in the supermarkets but just found this article this morning which I feel gives a good overview of the situation. I have highlighted a few main points
... behaviour at supermarkets reflects consumers’ rising tension in Cyprus...consumers are turning more and more impatient and demanding and less courteous with cashiers
As for supermarket employees.... on the one hand, they feel happy enough to have a job, but at the same time their psychology is bad because of the rising fear they will get the virus. They are, afterall, highly expose.
As for the government’s decision to shut supermarkets on Sundays.... that this only leads to rising traffic on other days, especially on Saturdays.
..police have reported that some supermarkets are violating the law by selling items that are on the coronavirus-related list of prohibited items. Such as electrical goods, clothing and footwear..... now banned from being sold since all other stores are now forced to remain shut.

The last para of your post was covered by decree on 8th April. In part:-
It is provided that the operation of the following businesses is not suspended:
• Funeral offices.
• Dry cleaners’ shops.
• Car and motorcycle garages.
• Telecommunications service providers, for services relating to bill payments, topups, repair and replacement of mobile devices.
• Postal and courier services.
• All food and beverage retailers (e.g. supermarkets, grocery stores, butchers, fish
markets, bakeries, pastry shops, fruit markets, liquor stores).
• Pharmacies
• Food and beverage services (restaurants, cafes, coffee-shops, bars) that may offer
home delivery and quick-service windows.
• Gas stations.
• Kiosks and mini markets
• Car-wash services, provided that no cleansing is conducted in the interior of the car.
The aforementioned businesses, which continue to operate, may not trade in any of
the products traded by the retail businesses which hereby suspend their operation.

I haven't seen any example of bad behaviour at supermarkets by anybody.

All I've seen is people, shopping calmly and following orders to wear gloves use sanitiser etc, knowing how Cypriots tend to do their own thing where laws are concerned, ive been very impressed on how the majority of the population have conducted themselves while out shopping etc
