New building above Tala

Does anyone know what is being built on the hill above Tala, behind the masts ? It appears quite large, with white fort like walls with a central dome in the middle which is surrounded by scaffolding at the moment. It is being built over a number of months now. I don’t have a camera good enough to show it but can see it through binoculars.
