I think in order to pay tax in Cyprus, you have to first obtain a Tax Reference number that costs €80

Yes, that’s true. I had to go to the Tax office which is situated in the Paphos Municipal Offices in Paphos to get mine. I don't remember what the exact payment was, but I don’t think that it was much.

Everyone now has to submit an online tax return every year, even if their income is below the €19,500 level. Google TAXISnet and you will find the link to register.

You can only file online. If you have a tax I. D. you should be able to get an assessment online. You get a user name and provide a password. Then fill in your return, it is very easy to use. You can visit the tax office if you have any queries. See the lady immediately in the right hand corridor as you enter the main doors. I don't remember her name, but she is very helpful. Second door on the right side of corridor. Once you have a user name and password you can view past online returns, alter present returns, until you submit them! So when you do your estimated 6 monthly returns you can adjust them, right up until submission date is due.

The current year will be the last year when it will not be mandatory for a Cypriot tax resident under the tax-free annual income limit of €19500 to file a tax return.
From 2019 everyone will be required to submit a tax declaration.... "Even those who are not liable for a tax payment will need a few minutes to confirm that they are tax-free," the Minister noted.

The bill provides that everyone with an income must file a tax return irrespective of whether this is below the €19,500 tax-free threshold, Georgiades said.
He said this would only take people a few minutes and would give authorities a better picture of the tax base and expose those who evade.

I usually just go to the Taxinet site and fill out the forms, like many I live below the tax threshold, just, I have never had a problem filling in the online form personally, just one point to get to your login page you will need the same code as last year but will need another password, they say for security reasons, bit of patience and this is not a difficult job at all.This is for those who have done this previously.
