Sunspot almost has it right. The problem is caused by having square manholes and small pipes. Make sure that your waste pipes are 100mm diameter. Get a builder to put "benching" which forms a channel to direct the flow. This can be plastic, which are usually preformed, or concrete with a clay tile ...

Some people do seem to think they can just move out and decide what to do when they get here.

Most returners I have seen have cited health care as the main factor though.

Track and trace means the cases per 1000 will always go up, as you are actively seeking out contacts who will be more likely to be infected. It would be interesting to test 1000 people at random, to get a more accurate figure of how prevalent the virus is. However, given how hard pushed the testing ...
