My old UK EHIC cards have expired.

Can I request new EHIC cards from Cyprus as I'm a permanent MEU3 resident ?

If so, what is the procedure.

I don't think we can as due to Brexit Brits are no longer citizens of the EU.We are classed as 3rd country nationals.
If you have an MEU, in due course we will all need to get the new MUKW 3 card instead

Worth a read. Yes I applied for one last year via the S1 document.

I think the Op means can they get an EHIC card from the Cypriot authorities. The UK NHS wouldn't be relevent.

You may be eligible for a new UK EHIC if you meet 1 of the following criteria:

you're living in the EU, Switzerland, Norway, Iceland, or Liechtenstein, and have been since before 1 January 2021 with a registered S1, E121, E106 or E109 form issued by the UK
you're living in the EU, Switzerland, Norway, Iceland, or Liechtenstein, since before 1 January 2021 with an A1 issued by the UKYou may be eligible for a new UK EHIC if you meet 1 of the following criteria:

The above is from the link I posted earlier. Mine was sent to my Cyprus home address. Valid till 14.04.26

Yes, friends with MEU3 did at the Citizens Service Centre at the Paphos main post office about a year ago. You can download the application form here:
