Digressing a little I always thought that seaweed made a great compost for gardens etc but it appears that the seaweed they are removing cannot be used for this purpose and ends up as landfill.

I think it needs processing, before it can be used for composting. don't forget they seaweed is full of salt, so that needs taking out first.

I guess if you have to use a large amount of fresh water to remove the salt then it becomes uneconomic.

We have used sea weed as a fertiliser for our garden. Someone gave us a tip to collect it from above the high water line on the beach. We did this in spring, after it had previously rained a lot. But by the tine we collected it, it was dry.
We spread it around the roses and left it there as a mulch. In due course it was dug in.
It produced good results.
