I may be misunderstanding you but I take it that your solar panels are thermal and not electric. It would not make sense to use PV panels just to heat water but it would make sense to have 'convection' panels, such as you see on nearly every rooftop because good ones are much more efficient than PV panels, are less costly and probably require less red tape to install.

We used to run ours for 2 hours in the winter and 5 hours in the summer. However, recommended levels are much higher.
Just ask a qualified pool technician what the recommended times are. We are in our pool every day, so for us, the Lorenz pump is brilliant. Along with our Quantum Ultra Violet pool steriliser, we are swimming in almost chemical free water. Rosemary has saved a fortune on swimming costumes as they last much longer with only the small amount of chlorine that is now in our pool.
Also, we live in an area that has high levels of phosphates. The pool pump running for longer oxygenates the water so the effects of phosphates are minimised. We used to spend a fortune trying to get rid of the phosphates but now we live with them and so far, our water has remained clear.

This is what I asked the EAC by email:

You are still be able to connect a net metering system on your house but about the power of it (1-10KW) it will be determinate from a study that the company of the installation will make.

So look for a photovoltaic installation company and they will do everything for you.

It is difficult for people and companies to give you a definate answer when (as far as I know) you still have only a plot of land.
If you have drawings showing what you are building then I would think a local company would meet with you and give you their opinion as to what would be possible..

Why? I would have thought that eliminating the bureaucracy by engaging the installer to deal with it would have been more than ideal as it would take a lot of hassle off your hands. Apart from that, be prepared to receive 10 to 15-page documents in Greek.

I had no hassle at all. I merely gave power of attorney along with the keys to the company which istalled it (on a rented home), left for Germany, and when I returned 2 or 3 months later the system was working. As I'm on the fence whether I still want to build and stay in Cyprus, every little detail, such as not knowing whether I can get the PV system I want, may sway my mind.

Update

I have now been approved for a 4 kw system, something I thought unlikely in February when the panels were installed.

My EAC inspection is next week, so hopefully my saga is nearly over, will post when I am finally connected.

I applied for a 4kw system Sadie, this was initially rejected as my current usage only warranted a 2.7 kw system.

This would equate to 90% of my prior year usage. I wanted the larger system as I intend to use electric rather than fossil fuels for heating.

Somehow my supplier appealed and hopefully will get what I wanted, if the inspection goes ok.
