What has Greece got to do with it? Geographically, Cyprus is roughly 33° east of Greenwich. As 15° is equivalent to one hour, we are much nearer two hours ahead of Greenwich than we would be at three hours. As it is, the proposals are suggesting that Europe stays on the +1 hour summertime all year round, in which case Cyprus will be approximately 48 minutes ahead of solar time. In my opinion, this is a pity; it would be better to have the 12 minutes behind solar time like we currently have in winter.
