I agree it is bloody confusing. Not the bills so much, but whether the price is going up or down. It is on a par with UK politicians announcing the same spending plans over and over, so that people think the nurses are getting an extra 50 pee a week when it is in fact only 10p.
Perhaps it is that simple?
Announce a 10% increase in price. People angry.
Then announce an 8% fall. People happy.
Result: people happy with a 2% rise.
