I don't know what the emissions are from many of the ME countries but Cyprus has one of the very highest per capita CO2 emissions in the EU. This is because of the use of fossil fuels for electricity generation, the very large number of cars (old and with big engines), methane (CH4, worse than CO2) from excessive landfills and much liquid fuel for central heating. This sounds to me very much like the blind leading the blind.
May I suggest that it would be a good idea for Cyprus to get its own house in order before telling other countries what they should be doing?
