The system's we installed are controlled by a photocell light sensor which switches the lights on and off. The lamps illuminate at different rates due to the time it takes to heat the luminary gas in the fitting. In the morning the photocell switches the power off through a contactor and they all turn off at the same time.
On say a long road they will control every other lamp or opposite sides of the road with different circuits and photocell so in the event of failure of a circuit there will still be lighting.
