I am surprised at what you say re Batteries in luggage. Be brought a Laptop battery back from the UK in our luggage in April..
But of course rules are strengthened all the time

The whole thing regarding bringing Lithium batteries to Cyprus is just a nightmare. I had the same problems last year when I wanted to get a small camera battery sent here via Amazon. In the end a friend brought me one back when he was bringing his camera. It got through, but probably the latest generation of baggage scanners can now pick these things up. Then you could bring a camera battery back if it was sealed in unbroken packaging. Ie brand new.

I'm a bit rusty on the subject these days but used to have to know my way around Hazardous Goods and in this situation IATA DG regulations. These items are classed as Dangerous Air Cargo. Some items will only be permitted for carriage in Cargo aircraft whilst others will be allowed in Passenger carrying aircraft.
As Post Offices do not know the aircraft being used for the whole journey or any transit flights they "probably" have to reject from the outset.
Items sent all the way via a courier company would be completing the documentation for carriage on Cargo aircraft only under IATA DG regs and their is an additional cost. SAFETY comes first in the Airline Industry.

Recently I sent for several Lithium batteries for Digital cameras, I ordered from Amazon.DE they arrived via the postal system.

Last year i had two Makita 4.0 ah 18v battery's sent from Amazon DE the supplier was bauxxl This was September last year

From what I remember having read (don´t remember where though) the rules are different for business and private persons. For shipping lithium batteries a special insurance is required which only businesses will have. I recently asked a German battery shop whether they would send a lithium battery for an electric scooter to Cyprus and the answer was that it´s too much of a hassle for them to comply with those regulations.

I've had a couple of things that I knew would be iffy and wanted to bring out in either hold or hand luggage, on each occasion I've rung the customer helpline for the airport and asked to speak with someone in security about it. They have always given me advice and more importantly a name so if some one at security challenges it, I can point them at someone in their department who has given the advice.
