Lots of activity at this car park New parking bays painted and numbered with holes bored at the end and some sort of sensors fitted. Not sure what it is maybe a way of monitoring parking times etc. Any ideas

Probably preparations for the new Smart parking system (discussed on here a while back), numbers are also on spaces in other car parks in and around Paphos.

Will all the rental cars still be allowed to take up the majority of parking spaces ?

They are also numbering the parking spaces alongside Hickory restaurant etc on TOTK.

Im guessing anyone that pays the parking ticket can park there.

WHL I think you may have missed my point I meant all the rental cars belonging to the rental company based there. They previously took up half the parking bays. Cannot see them paying for each and every car, ATV etc on a daily or hourly basis.

No council is going to go to all that expense, and allow anyone to park for free,
