Reducing speed limit

In the last few months, the authorities have been toying with the idea of placing 30kph speed limit in the towns to improve the safety of pedestrians. Road bumps have already been introduced, which also force drivers to go slower through residential streets although their use is rather random and seems to rely of the whim of some officials rather than any properly-thought out road safety plan.

Lots of little speed bumps will defo slow people down. They are a pain to keep riding over. Also lower the speed limit and police it.

In my small car, I have to slow to about 20 kph to get safely over the bigger ones in my nearest town. People in pick-ups and 4WD vehicles, however, breeze over them at double that speed. The speed limit is 30 kph. I don't really slow down the faster cars though as they just overtake me.

Hypothetical question: a six month old car goes over a speed bump at the prescribed speed and an important organ drops off. Who is responsible?

– the carmaker
– the government decreeing the use of speed bumps
– the builder of the speed bump

The Daily Telegraph published two letters on 18/3/2006 giving the following examples: A speed hump was installed in Swindon outside a fire station in the early 1970s. Within a few days a woman cyclist rode out of the station, turned left and struck the hump at an angle. She fell off and was killed by a passing motor vehicle. A speed hump was also installed at Guys Hospital in the 1980s. Soon after an accident victim with spinal injuries was being brought to the hospital via ambulance. When it crossed the hump, the result was a complete spinal cord injury and the patient was left as a permanent paraplegic. In both cases the humps were removed soon afterwards.
