Actually, scratch that. For some reason the relevant sentence hadn't copied across. I have added the following:

This, according to the Ministry, is below the “safety threshold” of 500 cases per 100,000 population, set by ECDC to categorise countries as “red.”

Well, that's odd because the very same report from the ECDC has Cyprus on 521.84 per 100k. Which is red.
