Any idea what a passenger locator form is?

Below is an email received today from Easyjet, a bit late if I didn't already know about the Covid 19 test and Fight pass but it also mentions this passenger locator form, any idea's?

Important information about travelling to Cyprus

We writing to let you know that Cypriot Authorities have advised that all passengers travelling to Cyprus are required to complete an online Passenger Locator Form at least 48 hours before entering the country.

All passengers arriving in Cyprus from Category B countries must complete a Cyprus Flight Pass before travelling. A negative PCR (Covid -19) test must be uploaded to the Cyprus flight pass 24 hours before your departure. The test must be obtained within 72 hours before travel and can be in the form of a SMS or email. This must include the date and time when the test was taken and state the type of test, which must be PCR.

Passenger locator form is also the name of the one you need to complete online 24 hours before flying into the UK.
